Understanding Your KPLC Bill

Kenya Power (KPLC) bills are made up of two parts: the energy charge based on how many kilowatt-hours (kWh) you consumed, and several pass-through levies and taxes that Kenya Power collects on behalf of government agencies. The energy charge is typically less than half of what you actually pay.

How the Tiered Tariff Works

EPRA (Energy and Petroleum Regulatory Authority) assigns domestic customers to one of three tariff categories based on their average consumption over three consecutive months:

  • Domestic 1 (Lifeline): Average under 30 kWh/month. Rate: KES 12.23/kWh. Designed for low-income households.
  • Domestic 2 (Ordinary): Average 31-100 kWh/month. Rate: KES 16.45/kWh. Most Kenyan households fall here.
  • Domestic 3 (High Consumption): Average above 100 kWh/month. Rate: KES 19.08/kWh.

Note: This calculator uses a progressive/tiered model where the first 30 units are charged at the lowest rate, the next 70 at the second rate, and everything above 100 at the highest rate. In practice, KPLC assigns you to a single category based on your 3-month average. Your actual bill may differ slightly.

What are the Pass-Through Charges?

  • Fuel Energy Cost (FCC): Covers the cost of running diesel and gas thermal power plants. This changes monthly depending on how much thermal generation was needed and global fuel prices.
  • Forex Adjustment: Compensates for exchange rate movements since some power purchase agreements are in USD. Updated monthly by EPRA.
  • REP Levy: 5% of your energy charge, passed to the Rural Electrification Authority to fund power line extensions to rural areas.
  • ERC Levy: KES 0.03/kWh to fund the Energy Regulatory Commission (now EPRA).
  • WARMA Levy: A small per-kWh charge to the Water Resources Management Authority for catchment areas supporting hydroelectric dams.
  • VAT: 16% applied to the total of all charges above.

Why do I get fewer tokens than the amount I paid?

Because taxes and levies (VAT, fuel cost, forex adjustment, REP levy, etc.) are deducted from your payment before converting to units. On average, about 40-50% of your payment goes to energy, and the rest goes to government levies and taxes. This calculator shows the exact breakdown.

What is the KPLC Paybill number for buying tokens?

The Kenya Power Paybill number is 888880. Use your meter number as the account number when buying tokens via M-Pesa. You can also dial *977# or use the MyPower app.

Is prepaid or postpaid cheaper?

The per-unit energy rates are the same for both prepaid and postpaid. However, postpaid customers pay an additional fixed monthly service charge (KES 150 for domestic). Prepaid also gives you better control over spending since you can monitor consumption in real time.

How much electricity does a typical Kenyan household use?

The Fuel Energy Cost Charge and Foreign Exchange Adjustment are updated monthly by EPRA based on global fuel prices and exchange rate movements. Even if you use the exact same number of units, your bill can vary by KES 200-500 depending on these monthly adjustments.
